The Program Manager for LMI Initiatives will be a critical team member in helping NYSERDA scale its programmatic efforts in support of New York’s climate, environmental justice and energy affordability agenda. The Program Manager will lead a team to streamline and expand current NYSERDA LMI initiatives and test new models to scale the adoption of clean energy solutions within the LMI market segment in order to increase access to clean energy solutions for disadvantaged communities, improve energy affordability for income constrained New Yorkers and address market gaps. 
 
New York State recently passed the Climate Leadership and Community Protection Act, the most ambitious and comprehensive climate and clean energy legislation in the country, with a significant emphasis on delivering benefits to disadvantaged communities and providing a just transition for all.  In addition, New York State has emphasized energy affordability and access to clean energy solutions for low-to moderate-income (LMI) households through the Reforming the Energy Vision (REV) initiative, with the New York State Energy Research and Development Authority (NYSERDA) playing a critical role in achieving these outcomes through the Clean Energy Fund (CEF). 
 
Primary Responsibilities 
  • Lead a small, high-impact team to refine the design and delivery of NYSERDA’s LMI clean energy programs, including but not limited to EmPower NY and Assisted Home Performance with ENERGY STAR
  • Design and deliver pilot/test programs to prove out new approaches to deliver clean energy value to LMI customers and disadvantages communities
  • Evolve and continuously adapt strategies and programs to optimize impact, cost-effectiveness and efficiency based on market insights, critical thinking, program and market data, and timely evaluation
  • Continuously explore opportunities for leveraging third party capital, new ownership models, New York State’s affordable housing framework, and other policy and programmatic mechanisms to increase access to clean energy solutions for LMI residents and disadvantaged communities
  • Maintain a network of stakeholders, market actors and other sources of insight to inform design and enable ongoing improvement of program design and operations and to inform new mechanisms for deploying services
  • Lead ongoing work planning and tracking, resourcing and budgeting, and resource optimization
  • Work effectively with multiple teams across NYSERDA, utilities and State agencies to align clean energy offerings to maximize impact for LMI residents and otherwise disadvantaged communities
  • Foster and contribute to a culture of excellence grounded in people development, learning, problem solving, and teamwork
  • Develop colleagues to meet NYSERDA's goals and their own professional goals; serve as a mentor and a role model
 
Minimum Qualifications
  • 7 years of relevant experience
  • Bachelor’s degree; an advanced degree is preferred
  • Demonstrated problem-solving ability; an entrepreneurial edge, resourcefulness, adaptability, and an instinct for surfacing value and pragmatic solutions
  • A demonstrated track record for driving improvements in service operations and successfully delivering services in the residential sector 
  • Skill in managing multiple diverse activities simultaneously, delivering on commitments and operating with speed, accuracy and strong judgment
  • The ability to assess operational needs with alacrity and precision in order to develop work plans and resource requirements
  • A strong customer orientation and work ethic, resolute integrity
  • Top-notch presentation and interpersonal skills that resonate with audiences of different backgrounds; the ability to communicate persuasively, concisely and unambiguously in speech and in writing
