Innovative Public Sustainability Programming: Lessons Learned from the HCR CEI
State governments and utility companies have developed many programs to incentivize energy efficient buildings. NYS Homes and Community Renewal (HCR) and New York State Energy Research and Development Authority (NYSERDA) set out to develop a unique funding model specifically for affordable housing, which has streamlined access to financial and technical resources. This session will highlight development of that program, the Clean Energy Initiative (CEI), hearing from stakeholders and program participants whose feedback has improved its operations.

Design collaborative funding sources for sustainable retrofits both on the end user and implementer side
Operate an open feedback loop to improve program administration and build trust with various stakeholders and end-users
Fully utilize CEI funds within an affordable housing development project, and develop existing building retrofit scopes of work that meet HCR’s Sustainability Guidelines requirements for CEI funding
Take advantage of the support that technical assistance providers can offer to funding providers in program implementation and market education
