Job Overview
MassCEC seeks a talented and experienced candidate to serve as a Program Manager for Workforce Equity Programs. The Program Manager will play a key role in providing direct case management for workforce equity programs, assist in the research and development of new career training programs that lead to employment in climate critical occupational categories and; attend community meetings and serve as a workforce ambassador for internal and external meetings.
This position will primarily focus on Workforce Equity Programs that focus on environmental justice neighborhoods, women and minority businesses and; former/current fossil fuel workers to make achieving the state’s 2050 net-zero emissions goals a reality. MassCEC expects the responsibilities of this position to evolve and expand as MassCEC develops and initiates future workforce equity programs.
This work will involve engaging and partnering with industry stakeholders, understanding workforce Labor Market Information (LMI) and understanding best practices for programs that effectively address barriers to achieving diverse employment, advancement for women and minority businesses and barriers to employment for workers in the fossil fuel industry. The Program Manager will engage and partner with a variety of industry stakeholders including but not limited to higher education institutions, community-based organizations across Massachusetts, workforce development practitioners, state agencies, business enterprises, policymakers and various divisions across MassCEC. The role will implement initiatives from MassCEC’s 2022 Workforce Strategic Plan. Furthermore, the Program Manager will serve as a spokesperson for MassCEC’s workforce equity programs and serve as a resource to MassCEC’s Executive Team, Board of Directors and Clean Energy & Equity Working Group members.
The Program Manager will report directly to the Senior Program Manager and will also provide support to the Workforce Program Director. This position will serve as Workforce Development specialist and advisor and will manage the day-to-day operation of MassCEC’s workforce equity programs.
The successful Program Manager will also work collaboratively with members of the Buildings, Net Zero Grid, Offshore Wind, andClean Transportation teams, grantees, consultants, and other members of the organization as needed, including Finance, Legal, senior management, and other program staff.
The selected candidate will have specific duties to, at a minimum:
• Lead all Workforce Equity Solicitations
• Assist with implementation and support MassCEC’s workforce development strategy;
• Manage and support awardees with proactive case management;
• Engage with counterparts in state agencies on issues, programs, and policies relating to workforce development;
• Identify equity focused workforce studies, programs, and best practices from outside of Massachusetts for consideration as a workforce initiative within Massachusetts;
• Provide timely responses to inquiries from applicants, potential applicants, stakeholders, and awardees;
• Alert team members to potential problems and work cooperatively with the program team and relevant stakeholders to ensure prompt resolutions;
• Develop, implement, and maintain programmatic efficiency for all programs assigned;
• Supervise the work of Program Administrators, and Interns, as needed;
• Record and maintain contracts, awards and invoices in the internal management system, ensure project/contract integrity, and track results;
• Work with the communications team to update program information on the website and send emails about program updates to stakeholders;
• Assist with the development of workforce equity programs and maintain data analysis tools for workforce equity programs. Perform data analytics to produce quarterly reports to the CEO and Senior Program Director, Senior Program Manager when needed; and develop data presentations to the MassCEC Board of Directors, colleagues and outside stakeholders;
• Attend stakeholder meetings and external meetings and other events to market the workforce equity programs
Position Qualifications
Education:
• Bachelor's degree, preferably in human services, energy or environmental science/studies, economics, business management, or related field
Experience:
• 3+ years of experience in program management, policy, and/or program administration with a record of progressing professional responsibility;
• Experience with project or program management;
• Experience in the public sector, building/construction industry, and/or renewable energy industry;
• Experience working with traditionally under-represented communities
Knowledge, Skills, and Abilities:
• Knowledge of workforce development best practices around environmental justice communities, under-represented populations, un/underemployed workers, dislocated youth and adults, upskilling of workers and workforce career pathway opportunities;
• Strong commitment to incorporating the principles of diversity, equity, inclusion, and justice into programming;
• Rigorous attention to detail;
• Well-developed customer service skills and proficient organizational skills;
• Keen understanding of prioritization and an ability to work effectively on multiple projects under tight deadlines;
• Demonstrated ability to get up-to-speed quickly and work independently;
• Excellent problem-resolution skills, and demonstrated ability to make informed decisions;
• Team-first attitude and the capacity to be flexible in a dynamic work environment;
• Demonstrated ability to work with internal and external stakeholders, and cultivate appropriate relationships;
• Strong mastery of Excel with an ability to explain graphic information effectively;
• Excellent interpersonal, diplomatic, and verbal/written communication skills;
• Experience with making cross-functional decisions impacting programs, metrics, and results; and
• Must be able to comply with MassCEC’s Mandatory Covid-19 Vaccination Policy (requiring either full vaccination or the grant of an exemption prior to commencement of employment) developed in response to Executive Order 595 issued by Governor Baker.
