Clerk of the Works for Northfield and Warwick Energy Projects
Job Summary
This job is for an independent contractor with practical and formal background in energy efficiency who will work with the Franklin County towns of Northfield and Warwick to coordinate efforts funded by a Green Communities grant, pending receipt of funding. The primary focus is on three schools: Pioneer Valley Regional School, Northfield Elementary School, and Warwick Community School, with a small project at the Northfield Town Library. The Clerk of the Works will oversee quality assurance of the work done by contractors, coordinate communication among all involved parties, and work with the Town Administrators, the Energy Committees, and Franklin Regional Council of Governments (FRCOG) on administrative issues.
Specific responsibilities
o Facilitate communication and coordination among contractors and facilities managers, as well as with Northfield and Warwick Town Administrators and Energy Committees.
o Serve as quality assurance coordinator to insure the energy efficiency and work on mechanicals reflects the specifications in the Green Communities grant.
o Support Energy Committees with outreach and education around energy efficiency projects.
o Report monthly to Northfield and Warwick Town Energy Committees on progress and concerns.
Qualifications
o Ability to communicate effectively both orally and in writing
o Proficient with Microsoft Word, Excel, Google docs, and PowerPoint
o Knowledge of municipal operations
o Experience or training in engineering, architecture, environmental studies, public policy, planning, or project management.
o Useful certifications may include but are not limited to: Certified Energy Manager from Association of Energy Engineers, Building Operator Certification from NW Energy Efficiency Council, Building Analyst Certification from Building Performance Institute, LEED certification from the US Green Building Council, MA Construction Supervisor License.
Position details
o This position is pending notification of a competitive Green Communities grant
o The independent contractor will work on an as-needed hourly basis, once grant funding has been received and possibly by July 1, 2018. The primary work will be done Summer 2018-Summer 2019. Given the primary work in the schools will need to be done when students are not in the school buildings, the heaviest workload will be in the summers or school vacation weeks.
o The hourly rate is to be negotiated based on the candidate’s qualifications.
o The contractor will report to the Northfield and Warwick Town Administrators and to the Town Energy Committees.
