Jerry Elmer is a Senior Attorney at Conservation Law Foundation. Jerry’s responsibilities include advocacy and litigation in federal and state courts and before administrative agencies primarily in the areas of climate change and renewable energy. Jerry was a leader in developing several of Rhode Island’s major renewable energy statutes, including the Long-Term Contracting Statute, the Net Metering Statute, and the Distributed Generation Standard Growth Program. In addition, Jerry represents CLF in the ISO-New England, the operator of New England’s wholesale electricity markets, on the ISO’s Markets Committee, Distributed Generation Forecast Working Group, and Energy Efficiency Forecast Working Group. He is an active participant in many Rhode Island PUC proceedings. Before coming to CLF in August 2006, Jerry was a commercial litigator specializing in banking law. He is a graduate of Rhode Island College and Harvard Law School.
