West Point Graduate 1969 top third of his class. Master of Engineering Univ. of Florida, 1976. 26 year Veteran Army Corps of Engineers retired as a full Colonel 1995.
He was a municipal power company director for the sixth larges city in Kentucky and instituted demand management programs reducing power costs by over 24%.
Worked as a Public Works Director following retirement from the Army in Lexington Massachusetts during which time he wrote the Legislation permitting Cities and Towns to own their street lights and received three State Awards.
Has been consulting since 2001 and during that time assisted over eighty communities with the acquisition of their streetlights, completed energy efficiency improvements to streetlighting in multiple states and assisted 27 communities with traffic signal energy efficiency conversions. He has assisted both Maine and Rhode Island with legislation to permit community acqusition of their streetlights and is serving as an expert witness on both street lighting tariffs and street lighting matters. He is a licensed energy broker in Massachusetts and has completed over forty energy supply contracts for either electricity or natural gas.
Married to Patricia Ann Woodbury for 44 years and has two sons and six grandchildren. Hobbies include woodworking and snow skiing.
