Job Overview:

MassCEC seeks a motivated and organized candidate to join the Technology-to-Market team as a Program Manager. The Program Manager will play a key role in new program development, management of ongoing programs, supporting strategy, and oversight of administrative staff.

The Tech-to-Market team houses MassCEC’s grant work with cleantech innovators and the innovation economy in Massachusetts. The team works directly with startups and researchers to advance innovative cleantech technologies and solutions. The Tech-to-Market team is charged with understanding the market climate for clean energy industry sectors, recognizing and supporting emerging technologies and market opportunities, and identifying market trends and barriers. The team oversees a suite of grant programs to help researchers and emerging companies develop and commercialize their clean energy technologies and to help organizations that support early-stage companies (i.e., incubators and accelerators).

The Program Manager will have primary executional responsibility and contributing decision-making responsibility for developing solicitations, coordination of (and participation in) review of grant applications, awardee selection, and grant management. The Program Manager will review grantee documentation, including technical documentation of research and prototyping activities, coordinate grant payments, collect and verify metrics related to grants, and evaluate and report on program activities. The Program Manager will supervise one or more Program Administrators/Coordinators and/or fellows to support rigorous and timely completion of these responsibilities. The Program Manager will also serve a key role in understanding and communicating program funding priorities as they contribute to the Commonwealth’s decarbonization strategy. As such, the Program Manager must demonstrate excellent communication skills and a keen ability to contextualize a wide breadth of technology areas and how they impact big picture goals and priorities.

The Program Manager will report to the Program Director but will also provide support for other members of the Program team.   The position may also provide support across other MassCEC program areas (Offshore Wind, Net Zero Grid, Clean Transportation, Workforce, Buildings, Investments), depending on the needs of the organization. The successful Program Manager will also work collaboratively with Finance, Legal, Communications, Senior Management, and other program staff.

 

Job Duties:

  • Provide comprehensive support to coordinate the day-to-day activities of MassCEC programs, including:
  • Review applications and proposals for compliance with program requirements;
  • Provide timely responses to inquiries from applicants, potential applicants, awardees, state agencies, and other program stakeholders;
  • Draft programmatic requirements for grantee and consultant contracts;
  • Alert team members to potential problems and work cooperatively with the program team and relevant stakeholders to ensure prompt resolutions;
  • Maintain detailed databases and supporting files on specific programs, including tracking files and key business documents, including project and program metrics, and ensure proper processing and archiving; and
  • Record and maintain awards, deliverables and invoices in the award management system, assisting project teams to monitor their contracts and awards, ensure project/contract integrity, and track results.
  • Support the development and modifications of MassCEC programs, funding solicitations, events, and related program development work, including:
  • Conducting research; supporting stakeholder outreach; supporting concept development, reviews and revisions; drafting program solicitations and requirements; identifying performance measures and other tracking;
  • Support for program team, including convening meetings, maintaining internal schedules, development steps, and external communications;
  • Proactively review, adjust, and enhance existing program administration workflow and tools in response to program design changes or opportunities for operating efficiency; and
  • Conduct analysis to determine the effectiveness of programs and awards, and report key findings to Program Director, Managing Director, MassCEC Board of Directors, and stakeholders.
  • Support MassCEC's clean energy innovation infrastructure including Massachusetts based incubators, accelerators, and business councils.
  • Contribute meaningfully to formation of strategies to evolve and update programming in response to changing conditions in relevant markets (including electricity, energy efficiency, transportation, and others).
  • Work with project participants and stakeholders (including incubators, accelerators, universities, research institutions, business and industry partners, and government officials) to foster collaborative working relationships which increase the likelihood of success.
  • Engage with the communications and marketing team to promote successful projects, RFP deadlines, and partner organizations’ opportunities relevant to MassCEC’s audience.
  • Delegate tasks to and assist in the supervision of Program Administrators/Coordinators, temporary staff, and/or interns/fellows.
  • Assist in budget development and monitoring the budgets of each program and project.

Position Qualifications:

Education:

  • Bachelor’s Degree, preferably in energy or environmental science, business management, economics, or other relevant field
     

Experience:

  • 4+ years of experience in program management and administration
  • Demonstrated program management experience, problem-resolution and negotiation skills
  • 4+ years of experience using the Microsoft Suite in a work setting
  • Experience in the public sector, renewable energy industry or grant administration a plus

Knowledge, Skills, and Abilities:

  • Familiarity with at least one of the following: renewable energy and energy efficiency technologies; energy market structure and economics of energy projects; energy policy and regulation;
  • Analytical mindset with rigorous attention to detail;
  • Excellent organizational, collaboration, written and oral communication, and presentation skills;
  • Strong quantitative research and analytical skills;
  • Keen understanding of prioritization and an ability to work on multiple projects under tight deadlines effectively;
  • Demonstrated ability to get up-to-speed quickly and work independently;
  • Excellent problem-resolution skills, and demonstrated ability to make informed decisions;
  • Team-first attitude and the capacity to be flexible in a dynamic work environment;
  • Demonstrated ability to work with internal and external stakeholders, and cultivate appropriate relationships;
  • Working knowledge of basic accounting and payment processing (budgets, invoices, etc.) preferred;
  • Ability to read and absorb complex proposals, contracts, polices, rules, etc. and extract the information needed to ensure compliance with each;
  • Excellent PC skills and ability to use related business applications (e.g. Microsoft Office suite)
  • Strong mastery of Excel with an ability to explain graphic information effectively;
  • Excellent interpersonal, diplomatic, and verbal/written communication skills;
  • Experience with making cross-functional decisions impacting business processes and results
