MassCEC Chief Executive Officer and Executive Director

The Chief Executive Officer and Executive Director (“CEO”) of the Massachusetts Clean Energy Center (“MassCEC”) leads the organization in its efforts to grow the clean energy economy and workforce in Massachusetts, accelerate the innovations in climate solutions critical to meeting the Commonwealth’s climate goals, and advances Massachusetts’ international climate and clean energy leadership.  The CEO works closely with the Board of Directors and the Commonwealth’s Executive Office of Energy and Environmental Affairs (“EEA”) in developing the strategy for the organization, setting goals and measuring progress. 

Responsibilities

• Establish short and long-term strategy, goals and objectives for MassCEC, with input from the Board of Directors and EEA.
• Direct the organization’s operations and programs in line with the strategy, goals and objectives, ensuring the implementation and execution of plans and policies to meet the goals and objectives.
• Establish target metrics and measure progress towards goals, regularly review and evaluate programmatic and operational results and take appropriate measures to improve outcomes.
• Establish and maintain effective working relationships with relevant agencies of the Commonwealth, in particular with key administrative and legislative officials, including without limitation the Office of the Governor, EEA and the Department of Energy Resources.
• Maintain public awareness of the organization’s accomplishments and promote a positive image of the organization and the sector to community and business partners, constituencies, state and federal officials and legislators.
• Foster development and implementation of creative approaches to MassCEC’s public purposes and collaborations involving government, industry and academia.
• Meet regularly with the Board of Directors, and the Chair of the Board to inform them of activities, key events, challenges and accomplishments and to seek approval of the MassCEC’s goals, objectives, plans and policies, as applicable.
• Plan, coordinate, and control the daily operations of the organization with the management team, and implement infrastructure, policies, and procedures to meet established goals.
• Manage and evaluate the performance of managers reporting directly to the CEO.
• Working with the CFO, oversee the adequacy and completeness of the MassCEC’s financial and information technology structure and administration, ensuring that all necessary internal controls and reporting requirements are implemented and adhered to.
• Working with the General Counsel, ensure all MassCEC’s policies, procedures and practices comply with applicable state and federal laws, rules and regulations and represent business best practices.
• Remain abreast of emerging and current trends in technologies and industries related to the purpose of MassCEC and ensure that the organization is forward-looking, and positioned to align with them, as applicable.
• Lead efforts to fully incorporate the principles of diversity, equity, inclusion, and environmental justice into the organization’s policies and programs.
• Perform all other or additional tasks as may be assigned from time to time by the Board of Directors.

Qualifications

Education

• Bachelor’s Degree from an accredited college or university in economics, business, government, technology, public administration, political science or related field.
• Advanced degree from an accredited college or university in business, economics, government, technology, law, public administration, political science or related field is preferred, but not required.

Experience

• Twelve or more years’ experience in positions of increasing responsibility that involve organizational management in the private or public sectors, with significant exposure to the clean energy technology sector.

• Proven ability to engender confidence and credibility as the result of experience, content knowledge, and professional stature.
• Established understanding of Commonwealth of Massachusetts and federal political processes, and of formal and informal networks and relationships among government, industry, and educational institutions, and proven capacity to work with those sectors towards the achievement of mutual goals.
• Demonstrated ability to work with many disparate stakeholders, identifying mutual interests and building collaboration.
• Demonstrated capacity to understand complex issues involving economic development, public policy, clean energy technology and renewable energy.
• Proven organizational management skills and thorough understanding of management and financial practices in all areas and phases of business operations.
• Demonstrated ability to exercise sound judgment and act with the highest levels of integrity and ethics.
• Desire to lead in a dynamic, mission-driven environment.
• Must be able to comply with MassCEC’s Mandatory Covid-19 Vaccination Policy (requiring either full vaccination or the grant of an exemption prior to commencement of employment) developed in response to Executive Order 595 issued by Governor Baker.
