Position Overview:
MassCEC seeks a talented and experienced candidate to serve as a Senior Program Manager in MassCEC’s Workforce Equity Programs. Successful candidates will provide extensive workforce development experience with a strong commitment to helping Massachusetts achieve its 2050 net zero emissions goals in a way that focuses on equitable solutions to support environmental justice neighborhoods, women and minority businesses, and transitioning fossil fuel workers.
Reporting to the Program Director, the Senior Program Manager will lead the development and procurement processes for several annual funding opportunities, including grants that support the successful development of Minority and Women-Owned Business Enterprises (MWBE) in the clean energy industry, provide planning and implementation resources for equity-focused workforce training in climate critical positions, and advance awareness of clean energy careers across environmental justice and low-income communities. Additionally, the Senior Program Manager will play a key role in providing quality technical assistance to grantees, structuring effective outcomes reporting, overseeing staff focused on administrative processes, and contributing to strategic outreach and engagement with industry, workforce, education, and community stakeholders.
Core Responsibilities:
- Execute successful Workforce Equity Programs by authoring core program documents including requests for proposals (RFPs), program administration guides, and technical assistance resources.
- Drive program quality by identifying and advancing relevant best practices through research, stakeholder engagement, and analysis of grantee practices and performance.
- Ensure that all competitive procurement processes are rigorous and equitable by designing clear evaluation guidelines, guiding staff and external reviewers on the review process, and supporting consistent documentation of application scores and evaluations.
- Directly deliver technical assistance support to a caseload of grantees and coordinate with the Program Director and Managing Director to develop and improve departmental technical assistance practices and offerings.
- Assist with the development of data analysis tools and processes for the workforce equity programs and analyze program data to produce reports and presentations for internal and external stakeholders.
- Meet outreach goals by collaborating on the development of program communications and collateral and engaging a wide range of stakeholders including other government agencies, community-based organizations, local and regional workforce organizations, industry associations, secondary and higher education institutions, and employers.
- Uphold program integrity through consistent attention to detail when reviewing complex contracts, invoices, and supporting program and finance documents.
- Supervise and coach a growing team that will include two program managers, one program coordinator, and an intern/fellow, all of whom will need guidance and support to deliver effective technical assistance, manage detailed administrative processes, and contribute to a high volume of outreach and coordination tasks.
- Contribute effectively to cross-functional and collaborative efforts as opportunities and needs are identified.
Position Qualifications:
Education:
- Bachelor's degree, preferably in energy or environmental science/studies, economics, architecture/building science, business management, engineering, education, or related field
- Relevant advanced and continuing education is valued
Experience:
- 8+ years of relevant professional experience with a record of progressing professional responsibility
- Considerable experience with program management, policy, and/or program administration
- Experience in the public sector, building/construction industry, and/or renewable energy industry
Knowledge, Skills, and Abilities:
- Excellent written communication skills with the ability to craft and edit effective documents for a range of purposes and audiences;
- Strong knowledge of best practices in workforce development including those that relate to employer engagement, training design, participant recruitment and retention, and program supports for participants with multiple barriers;
- Awareness of clean energy technologies including building decarbonization practices, renewable energy generation and storage, and electric vehicle deployment and maintenance;
- Understanding of the construction and trades industry and ability to engage with diverse stakeholders including architects and engineers, property owners/managers, HVAC companies, construction managers, and consumers;
- Keen understanding of prioritization and an ability to work effectively on multiple projects under tight deadlines;
- Excellent problem-resolution skills, and demonstrated ability to make informed decisions;
- Demonstrated ability to work with internal and external stakeholders, and cultivate appropriate relationships;
- Working knowledge of basic accounting and payment processing (budgets, invoices, etc.);
- Strong proficiency in Excel with an ability to explain graphic information effectively;
- Experience with making cross-functional decisions impacting programs, metrics, and results; and
- Must be able to comply with MassCEC’s Mandatory Covid-19 Vaccination Policy (requiring either full vaccination or the grant of an exemption prior to commencement of employment) developed in response to Executive Order 595 issued by Governor Baker.
